In early July 1936, a joint meeting of the main leading cadres of the CPC Eastern and Southern Manchuria Special Committees and the First and Second Armies of the Northeast Anti-Japanese United Army was held at Huijiagou, Heli, Jinchuan. This meeting is also known as the Heli Meeting.
At the meeting, Wei Zhengmin conveyed the spirit of the Seventh Congress of the Communist International and the instructions from the CPC Delegation on abolishing the Manchurian Provincial Committee, establishing four provincial committees, and forming the Anti-Japanese United Army. It was decided to merge the Eastern and Southern Manchuria Party organizations into the CPC Southern Manchuria Provincial Committee. Wei Zhengmin served as Secretary of the Provincial Committee, and the 13 members included Yang Jingyu, Li Dongguang, Wang Detai, Li Xuezhong, Liu Zuojian, Quan Guang, Han Renhe, Song Tieyan, Cao Yafan, Zhou Shudong, Wang Runcheng, and Chen Hanzhang. The Provincial Committee set up the Organization Department, Publicity Department, Youth Department, Local Work Department, and Editorial Department.
