In the 11th year of the Republic of China (1922), a Toksuk Sub-county was established.
On October 27 of the 19th year of the Republic of China (1930), the Toksuk Sub-county was upgraded to Toksuk County.
In the 29th year of the Republic of China (1940), Dayuduz Village of Shaya County was placed under the administration of Toksuk County.
In the 30th year of the Republic of China (1941), Toksuk County was renamed Xinhe County, which means "Peace in Xinjiang".
