It is located in Mudan Sub-district, Mudan District, Heze City, Shandong Province, right beside National Highway 220 and 3 kilometers away from the urban area.

Peonies are elegant and luxurious, known worldwide as "the national beauty and heavenly fragrance" and "the king of flowers". They are regarded as symbols of wealth, good fortune, prosperity and flourishing. Zhaolou Peony Garden has a peony cultivation history of more than 600 years, and has now developed into a comprehensive flower enterprise integrating production, scientific research, sightseeing and sales.

Covering an area of 400 mu, the garden nurtures 500,000 high-quality peony plants of 580 varieties, and over 100,000 herbaceous peonies of more than 200 varieties. It boasts an open-field flower production base spanning more than 4,000 mu, making it the largest export center for commercial peony and herbaceous peony seedlings in Heze. Peonies and herbaceous peonies cultivated here are planted from Zhongnanhai in Beijing to all parts of China, and exported to the United States, France, the United Kingdom, Germany, the Netherlands, South Africa and other countries. The large-scale "Chinese Peony Garden" constructed by the garden for Yatsuka Town, Shimane Prefecture, Japan, has won high praise from the Japanese government and local people.

Zhaolou Peony Garden serves as a private scientific research center for peonies in Heze. It employs 66 intermediate and senior technical staff, among whom 12 have published professional monographs. Nearly a hundred scientific research achievements have been developed here. Projects including "Breeding of New Peony Varieties", "Forcing Peony Blooming in Winter", "Commercial Production of Peonies" and "Prevention and Control of Peony Pests and Diseases" have been appraised by experts as pioneering innovations at home and abroad. These achievements have won the First Prize for Scientific and Technological Progress, Golden Cup Awards and other honors at ministerial, provincial and national flower expos. At the 1999 Kunming World Horticultural Expo, the garden claimed 81 peony-specific awards, accounting for 73% of all peony prizes worldwide. It has been honored as a "National Advanced Flower Enterprise" by the China Flower Association.

Zhaolou Peony Garden is the core venue for garden sightseeing activities during the China Heze International Peony Fair, receiving more than 1.1 million government officials and domestic and foreign tourists every year.
