Nestled between Guangde Temple and Lingquan Temple in Suining, Guanyin Lake spans a water area of 14.8 square kilometers. Legend has it that the Goddess of Mercy once manifested herself here, hence the name. The lake is rich in natural and cultural landscapes.

Centering on the theme of "enjoying, playing and embracing water", the local government has fully developed the area relying on Shenglian Island, Shenglu Island, Shengping Island and the 20-kilometer waterfront along the Fujiang River. The project comprises an ecological central zone, an environmental protection industrial zone, an urban waterfront resort and a comprehensive island development zone. Shenglu Island is being built into the China Guanyin Culture City and the Central Newsreel & Documentary Film Studio, aiming to forge a hub of cultural industries in western China.
