Located between the old and new districts of Leizhou, the park covers an area of 780,000 square meters. Originally named Luohu Lake, it was renamed West Lake after the Song Dynasty. In the fifth month of 1097 (the fourth year of the Shaosheng reign), Su Shi was exiled to Hainan. On his way, he passed through Leizhou and lived on the lake with his brother Su Zhe, who was also exiled here. They often boated on the lake, lingering and forgetting to leave. Su Shi composed many famous poems here, including
"I fear no death in the southern wilderness, only wishing to dwell in Lingnan forever." Later generations renamed Luohu Lake to West Lake in memory of him.
At the lake’s center stands Su Gong Pavilion. Along the shore are historic sites such as the Ten Sages Shrine, Duke Kou Shrine, Dragon King Temple, and Ruiyuan Academy.
