Niuchang Town, also known as Wencheng Town, is the hometown of Ding Baozhen, an outstanding statesman of the late Qing Dynasty.
Posthumously titled Duke Wencheng, Ding Baozhen served as Governor of Shandong Province starting from the fifth year of the Tongzhi reign (1866) for a term of ten years.
In the third year of the Guangxu reign (1877), he was appointed Governor of Sichuan Province with the official rank of Grand Master for Splendid Happiness, Junior Guardian of the Crown Prince, First-Class Official, Minister of War and Right Censor-in-Chief of the Censorate. He held this post for another decade until he passed away in office.
During his tenure, he won high recognition from the imperial court and deep respect among the common people for his remarkable achievements: he cleverly executed An Dehai, a favoured eunuch of Empress Dowager Cixi; he harnessed the Yellow River floods; renovated the Dujiangyan Water Conservancy Project; promoted education; and reformed the salt administration.
The town thus got the alternative name Wencheng Town. It attracts numerous tourists travelling to Zhijin Cave to make a detour and visit the hometown of the creator of Kung Pao Chicken.
There are three major scenic spots in Niuchang Town:
  1. Former Residence of Ding Baozhen
Located next to the town government, it covers a total area of 252 square metres. Most of the buildings have fallen into ruin due to inadequate long-term protection, and restorative reconstruction is pending.
  2. Gongbao Lake
It lies 200 metres south of Ding Baozhen’s former residence, covering 13,200 square metres. The lake features shimmering water and serene scenery. Beside the lake stands the Literary Pavilion where Ding Baozhen studied in his boyhood.
  3. Niuchang Tunbao
When Ding Baozhen returned home from Shandong to rebuild his family tomb during his term as Shandong Governor, he organized local villagers to construct this military fortress. Most sections of the city wall and all city gates remain intact today. The entire fortress spans 150,000 square metres
