Transportation Guide

The total highway mileage of Tongliao City reaches 6,939 kilometers, including 1,918 kilometers of asphalt pavement. There are 278 bridges with a total linear length of 6,774 meters. The highway density stands at 11.6 kilometers per 100 square kilometers, and Tongliao has achieved highway access to all townships. Four national highways, namely G111, G303, G304 and G204, run through the city with a combined length of 901 kilometers.
At present, an interconnected crisscross transportation network centered on Horqin District has taken shape. It connects all banners, counties and cities within Tongliao, extends to all towns and sums, and links externally to core cities including Shenyang, Changchun and Jinzhou, as well as coastal ports such as Tianjin, Dalian, Yingkou and Qinhuangdao.
Tongliao boasts an extensive railway network. Six railways — Jitong, Jingtong, Tongrang, Dazheng, Pingqi and Tonghuo — traverse the whole territory, covering more than 1,000 kilometers within the city limits. Tongliao Railway Station ranks among China’s 40 key national railway hubs. Upon completion of the ongoing secondary-class six-yard marshalling project, the station will become one of the country’s 14 major freight marshalling stations.
Tongliao Airport can accommodate medium-sized passenger aircraft. Same-day round-trip flights operate on the Ulanhot–Tongliao–Beijing–Hohhot route.

Scenic Spot Introduction

Fuyuan Temple is situated in Kulun Town, Kulun Banner. Constructed in the 7th year of the Qianlong reign of the Qing Dynasty (1742 AD), it was bestowed the name "Fuyuan Temple" by the Qianlong Emperor after its completion. The temple complex consists of four successive halls: the Gate Hall, the Chanting Hall, the Buddha Hall and the Lord God Hall.
Historically known as Xilitu Kulun, the only Lama Banner under the Qing regime, this region lacked a formal Gelug monastic college (tshamkhang) in early times. In 1926, the Chöyi Tshamkhang (College of Buddhist Philosophy) was founded, and a courtyard in front of the Gate Hall was renovated as a venue for scriptural debates. The first abbot invited to preside over the college was the Maidari Khutughtu from Shouyin Temple. In 1929, another lama was recruited from Tumed to take over the abbotship, later succeeded by Biligen, a scholar who received his religious training at Drepung Monastery in Tibet.
Under the chief abbot, one Demchi Lama was appointed to assist with temple administration. Other managerial lamas included Nyipa and Boyida. Initially, the Chöyi Tshamkhang operated independently of Fuyuan Temple. The two institutions merged in 1928, housing a total of 121 lamas.
After the merger, aside from regular Buddhist rituals, the Chöyi Ceremony stood out as the longest-running and most distinctive event. Held four times annually, each seasonal session was divided into three phases: the first lasting one month, the second twenty days, and the third fifteen days. The Chöyi Tshamkhang conferred academic degrees such as Lamzhampa and Daolampa upon lamas who completed its curriculum.
Fuyuan Temple suffered severe damage during the Land Reform Movement and the Cultural Revolution. In 1986, the People’s Government of Kulun Banner launched full restoration work. Renovations fully rejuvenated the ancient temple, restoring its former splendor.
