Transportation Guide
The city boasts well-developed transportation and efficient communication networks. The Beijing-Guangzhou Railway, Beijing-Kowloon Railway and Beijing-Shenzhen Expressway run north and south through the region. East-west traffic is supported by highways including Xingtai-Jinan, Xingtai-Heshun and Xingtai-Changzhi. A crisscross network of railways and highways connects Xingtai with all parts of China.
Scenic Introduction
On November 20, all households in Hengli Manor, the rural residential complex in Luanxie Village of Shahe City, were connected to central heating. Having previously won the Excellent Award for the Planning and Design of National Well-off Residential Demonstration Communities and the Hebei Human Settlement Environment Award, Hengli Manor has now become a national demonstration project for the technological industry of well-off rural housing in China.
Hengli Manor is situated in Luanxie Village, Baita Town, Shahe City, a place backed by mountains and facing water with terrain sloping down from north to south. During two decades of development in the Taihang Mountain region, villagers here started with small poultry and livestock breeding and gradually lifted themselves out of poverty to prosperity.
In the mid-to-late 1990s, along with the growth of the rural economy, Luanxie Village shifted its economic growth mode from extensive expansion to intensive improvement. Having enjoyed better living standards, villagers were no longer satisfied with merely having a roof over their heads. Instead, they strove for superior housing conditions and put forward the development vision of pursuing a better living environment, higher residential taste and improved quality of life.
In response, the village committee and the village-run enterprise Hengli Group formulated a development strategy focusing on improving the ecological environment, upgrading living standards and achieving sustainable growth.
Following the principles of overall planning, phased implementation, rational allocation and comprehensive governance, the village carried out a large-scale, high-investment residential renovation project.
During the reconstruction of Hengli Manor, planners adhered to the development philosophy: putting people first, taking science and technology as the guide, integrating traditional styles with modern design, attaching equal importance to construction and management, coordinating environmental improvement and ecological protection, and balancing pollution control with resource development. The project aimed to realize the coordinated development of ecology, production and daily life.
Targeting the village’s prominent environmental problems — excessive resource exploitation, severe soil erosion and frequent sand pollution, as well as shortages of water resources, green space and public facilities — the village adopted a development model featuring unified planning, unified design and unified management. Ten major systems including environment, energy, water and power supply, telecommunications, transportation, residential buildings, public infrastructure, education, healthcare and public security were scientifically arranged, built in phases and comprehensively managed.
Construction began in February 1998. Up to now, 79 residential buildings have been completed and put into use, covering a construction area of 195,800 square meters, alongside 30,000 square meters of public facilities. These include a 5,000-square-meter teaching building, two 1,400-square-meter substations and one 3,000-square-meter heating station. All villagers have moved out of old farmhouses into brand-new apartments.
At present, construction is underway for cultural centers, kindergartens and sewage treatment plants and other public projects.
Years of hard work have brought earth-shaking changes to Luanxie Village. The brand-new Hengli Manor stands on the land of southwestern Hebei, known as a "green pearl" at the foot of the Taihang Mountains.
Designed by the China Academy of Building Research and invested by Hebei Hengli Group, this modern new countryside project has a total investment of 230 million RMB.
The project immediately drew high attention and praise from the Ministry of Housing and Urban-Rural Development as well as provincial and municipal authorities:
- 1995: Listed as a demonstration community for the national scientific and technological project of well-off urban and rural housing for the year 2000.
- 1996: The community planning and architectural design passed the review of expert panels from the State Science and Technology Commission and the Ministry of Construction.
- 2000: Phase I and Phase II projects were completed and successfully passed the on-site inspection organized by national well-off housing acceptance experts and the residential housing department of the Ministry of Construction. In the same year, it won the second prize of the ministerial excellent rural construction project.
- February 2001: Certified as a National Well-off Residential Demonstration Community by the Ministry of Construction and the Ministry of Science and Technology. It also won three national awards: Excellent Planning & Design, Excellent Scientific and Technological Progress, and Excellent Interior Decoration for Well-off Residential Zones.
- 2002: Received the Hebei Human Settlement Environment Award.
Visitors to the manor will find that it has not only preserved the local characteristics of rural housing and greatly raised villagers’ living quality and physical health, but also driven the protection of surrounding ecosystems and boosted local economic development. Five major benefits have taken shape continuously: ecological improvement, economic growth, technological upgrading, sustainable development and comprehensive social progress.
The overall ecological environment has been greatly upgraded, and villagers’ quality of life has leapt forward, showcasing a new image of modern socialist countryside with pleasant livable surroundings.
Covering 26.88 hectares with a total construction area of 225,800 square meters, this urban-style new village follows unified planning and design. Residential buildings, streets and green space each account for one third of the total area.
More than 750 households with over 3,000 residents have moved out of dilapidated farmhouses. Eight types of apartments with varied architectural styles, rational layouts, economical costs, complete facilities and comfortable living conditions were built in batches for villagers to choose from.
Villagers now live in apartment units ranging from 90 to 300 square meters, enjoying a clean living environment with green plants blooming all year round, no mud after rainfall and no dust on windy days.
The manor adopts centralized heating, solar energy systems and an independent liquefied gas station. Water supply, power and gas services match urban standards, and villagers can receive treatment for common illnesses and minor surgeries right inside the village without travelling downtown.
Better housing conditions have completely transformed villagers’ lifestyles. According to Wang Yunying, Deputy Secretary of the village Party branch, the long-standing rural difficulty of bathing has been solved. Fewer farmers stick to the old habit of seldom taking baths. In recent years, numerous families have bought water heaters ahead of every winter. "We have formed the habit of bathing regularly, so we keep good hygiene even in cold winter."
Throughout the construction and later daily management of Hengli Manor, the residential complex in Luanxie Village of Shahe City, the people-oriented concept has always been upheld.
This garden-style rural housing renovation project fully deserves the China Human Settlement Environment Model Award of 2002.
