Pingyu Shanghe City is located in Pingyu County, Zhumadian City, Henan Province. Also known as Pingyu Qinghe Tourism and Cultural Scenic Park, it is currently striving to become a national 4A-level tourist attraction.
Jointly developed by Orient Weiye and Jiangsu Liangjiang Investment Group, the first phase covers approximately more than 300 mu. It lies to the west of the CPC Pingyu County Committee and the county government, right on the southern bank of the Qinghe River. Adjacent to the Party School, the Bureau of Land and Resources, the New Experimental Primary School and Xicheng Huafu Residential Quarter, it faces Xizhong Park to the north. The project boasts a planned total construction area of around 200,000 square meters with an estimated total investment of over 800 million yuan. It mainly features low-rise and low-density buildings (no more than three stories). The first-phase construction was scheduled to be completed and the park officially opened to visitors in 2014.
As a key urban construction project of Pingyu County in 2013, Shanghe City enjoys a prime location and serves as the gateway to the new urban district, administrative office area and central business district. Moreover, the project features forward-looking planning. The first phase includes Qinghefang Chinese-style Commercial Street, a garden-style hot spring hotel, a landmark wedding hall and a children’s amusement park. Integrating cultural tourism experience with commercial operations, it aims to build a downtown shopping park and a national 4A-level scenic area combining catering, recreation, sightseeing and entertainment to satisfy residents’ demands for housing, leisure and cultural activities.
Overall Planning Concept
The project aims to build a comprehensive cultural tourism industrial park themed on the water town culture of regions south of the Yangtze River, incorporating tourism, leisure, star-rated hotels and large-scale business and government conference reception services. Centered on Jiangnan cultural experience alongside entertainment and shopping facilities, the park strives to bring the cream of China’s leisure tourism to Pingyu and radiate influence across surrounding areas. Meanwhile, it will introduce top domestic experiential cultural tourism projects to Pingyu and promote them nationwide to achieve optimal industrial agglomeration effects.
Tourism Features
Theme 1: Traditional Chinese Waterfront Cultural Tourism Street alongside the Xiaoqinghe River
Core Idea
Relying on the geographical conditions of the ecological riverside park on the southern bank of the Xiaoqinghe River, an inland waterway will be dug to connect with the river system. Along the southern bank of the Xiaoqinghe River and both sides of the new inland river, a water town cultural street with the style of ancient Jiangnan towns will be constructed, recreating the scenery of waterside dwellings and waterfront leisure. Crisscrossing waterways will allow visitors to take boat trips. Combined with the Central Plains culture, especially local Pingyu traditions, a cultural tourism park will take shape, featuring dining, entertainment, sightseeing and budget waterside accommodation different from the garden hotel.
Layout and Business Model
The ground floor and partial first and second floors will form a distinctive commercial block dominated by specialty restaurants, cafés, teahouses, bars and boutique shops, reviving the prosperity of the ancient Qinhuai River waterfront. Upon completion, it will become a landmark tourist and leisure block in Zhumadian and its neighboring regions.
Parts of the third and upper floors will be developed into homestay inns to deliver authentic Jiangnan waterside living experiences. Opera stages will be built at key nodes, where traditional Jiangnan and Henan operas will be staged during holidays. The block will develop into an innovative experiential commercial tourist zone with both recreational and residential functions.
Theme 2: Imperial Garden – Star-rated Ecological Garden Hot Spring Hotel
Core Idea
Centered on the largest low-density star-rated ecological garden hotel in the planned zone, the project will offer five-star services including fine dining, tourist accommodation, conferences and government receptions. It will create a classical Chinese garden hotel surrounded by green waters and winding paths. The hotel will blend seamlessly with the ancient water town street, striking a perfect balance between liveliness and tranquility.
Layout and Business Model
The five-star Imperial Garden Hotel consists of three functional zones: a high-end government and conference reception area, high-end star-rated condo hotel quarters, and a constant-temperature swimming and fitness center. It will integrate hotel accommodation, catering, fitness, entertainment and conference services in one complex.
Theme 3: Oriental Disneyland
Core Idea
The park combines the liveliness and grandeur of Western amusement parks with the peace and serenity of classical Eastern gardens, striving to earn nationwide fame under the name of "Oriental Disneyland". Its water park, themed the "Oriental Water Disneyland", features the excitement of Western water rides as well as the quiet natural charm of oriental landscapes.
The amusement facilities are designed to greatly enrich the tourist offerings. Against the backdrop that children’s entertainment has become a core driver of China’s cultural tourism, high-quality children’s recreation will attract massive visitor flows. This zone is a vital pillar for gathering tourists from surrounding areas and securing the long-term prosperity of the whole project. Layout and Business Model
Oriental Disneyland is divided into three themed areas: a water park, a fun world and an animation experience zone. Once finished, it will become the largest children’s playground in the region filled with joy and laughter. A toy mall, a 5D cinema and themed dining outlets will form a commercial plaza for family consumption. Under the revised plan, the central lake will be shaped like a calabash.
Theme 4: Custom-Style Plaza Commercial Block
Core Idea
This business model represents a revolutionary upgrade over traditional commerce with innovation as the core of project positioning. The project adopts a three-dimensional market orientation. Instead of merely building shopping malls, fashion plazas, luxury clubs or commodity distribution centers, it leverages ecological advantages to build a multi-cultural lifestyle zone centered on a Chinese-style wedding hall. Commercial premises are arranged in clustered blocks surrounding the central plaza to create diverse and interesting business forms. It delivers a fashionable and dynamic tourist consumption concept. Rather than simply targeting groups classified by age or income, it aims to attract consumers from Pingyu and neighboring cities and achieve integrated development with the entire cultural tourism industrial park.
Layout and Business Model
The Global Customs Plaza (Note: formerly named World Customs Plaza, now renamed Republic of China Customs Plaza) incorporates six styles into its open pedestrian streets: Chinese folk customs, French romance, Italian elegance, Dutch warmth, Swiss nobility and American unrestrained vitality. The blocks consist of pedestrian walkways, semi-enclosed small squares and scattered buildings housing single or mixed businesses, creating a brand-new lifestyle for shopping, leisure and tourism.
The zone will also host the largest wedding hall in the surrounding area, which will grow into a key wedding photography base after completion. It will realize the tourism goal of "Traveling around the world while staying in Pingyu" and guarantee the sustainable development of the whole commercial block.
