Tongfu Township is located in the southeast of Pingluo County, Ningxia, with a population of 21,000. It is an ethnic township specializing in rice cultivation. Following the development strategy of "One Township, One Industry; One Village, One Featured Product", it strives to build itself into Ningxia’s Top Rice Township.

The township has formed an industrial chain centered on rice planting, processing and production, driving the development of transportation, agricultural brokerage and labor export. It expands high-quality rice cultivation, improves agricultural infrastructure and promotes large-scale land management via land credit cooperatives.

Existing rice processing enterprises are integrated through investment attraction and strategic cooperation to enhance risk resistance. The production mode of "Company + Base + Farmers" is adopted to carry out order-based production, expand mid-to-high-end markets, extend industrial chains and increase product added value.

A total land improvement project covering 18,000 mu in five villages and high-quality rice demonstration zones in two villages have been completed to upgrade local agricultural conditions.
