Article 1 To encourage and attract the flights to Haikou, and further increase the number of air passengers as well as to expedite the economic development, these measures have been formulated on the basis of Detailed Rules and Regulations on Opening of Aviation Rights in Hainan and the integration of the practical situation of Haikou.

Article 2 The newly-opened flight routes refer to the routes to Haikou newly opened by airline companies or charters. These routes were not opened by other airline companies in previous year (including stopover flight routes).

The original flight routes mentioned in these measures refer to all the routes except newly-opened ones.

The increased passengers in the original flight routes refer to the number of passengers exceeding that of previous year on the basis of the number of flights and passengers of all airline companies landing in Haikou Meilan International Airport in previous year and under the precondition that the number of flights of original routes to Haikou is no less than that of previous year and no less than four flights per week.

The charters refer to the enterprise or individual who monopolize all the passengers of a flight in a certain route, and the contract period is no shorter than three months.

Article 3 From January 1st, 2009 to December 31st, 2011, the municipal government shall provide bonus to all the airline companies and charters who operate flights to Haikou Meilan International Airport.

Article 4 For the original flight routes, the bonus shall be calculated according to the increased number of passengers to Haikou. For the newly-opened flight routes or charter flights, the bonus shall be calculated according to the number of passengers to Haikou. The bonus to charter flights is only for newly-opened routes. The airline companies which the charters affiliated to shall not obtain bonus if the charters have been given bonus.

Article 5 The bonus to international flight routes (including Hong Kong, Macao and Taiwan) is as follows:

(1) For original international, Hong Kong, Macao and Taiwan flight routes operated by airline companies, a bonus of RMB50 yuan shall be given to each newly increased passenger.

(2) For newly-opened international, Hong Kong, Macao and Taiwan flight routes operated by airline companies or charters, a bonus of RMB70 yuan shall be given to each passenger in inter-continent flight, and a bonus of RMB50 yuan shall be given to each passenger in the flight of Asian region.

Article 6 The bonus to domestic flight routes is as follows:

(1) For original domestic flight routes operated by airline companies, a bonus of RMB30 yuan shall be given to each newly increased passenger.

(2) For newly-opened domestic flight routes operated by airline companies or charters, a bonus of RMB35 yuan shall be given to each passenger.

Article 7 The bonus shall be proportioned by Haikou Municipal Government and Haikou Meilan International Airport Co., Ltd. The former shall shoulder 80% and the latter shall shoulder 20%.

Article 8 Haikou Municipal Government and Hainan Meilan International Airport Co., Ltd. establish a joint account, which is opened in Haikou Municipal Bureau of Finance. The bonus shall be appropriated to the account prior to the end of March of each year.

Article 9 The bonus offered by the municipal government shall be listed in the fiscal budget as special capital.

Article 10  The bonus shall be granted as the following process:

(1) Airline companies shall fill in Bonus Application in January of each year.

(2) Charters shall, within ten working days after signing charter contract, submit charter contract to Haikou Meilan International Airport and Haikou Tourism Bureau for record, and fill in Bonus Application in January of each year.

(3) Haikou Meilan International Airport shall, prior to January 31st of each year, check the number of increased passengers of each airline company and the number of passengers of airline companies or charters in their newly-opened routes.

(4) Haikou Tourism Bureau shall cross-check the increased number of passengers from original flight routes of airline companies and the number of passengers from newly-opened routes of airline companies or charters. Haikou Municipal Bureau of Finance and Haikou Meilan International Airport Co., Ltd. shall appropriate corresponding bonus to the joint account before March 31st of each year according to the check result of Tourism Bureau. Haikou Municipal Bureau of Finance shall appropriate bonus to airline companies and charters before April 20th of each year.

Article 11  Haikou Municipal Government and Haikou Meilan International Airport Co., Ltd. shall co-establish a negotiation mechanism to thrive local air passenger transport market, and learn the implementation of these measures dynamically as well as coordinate unsettled issues of the measures.　

Article 12  These measures shall come into force as of January 1st, 2009. The Provisional Measures on Encouraging Operation of Air Passenger Transport in Haikou (Document No.: HF〔2006〕No. 46) promulgated on June 20th, 2006 shall cease to be effective.
