I.  From January 1st, 2008 to December 31st, 2012, a full subsidy shall be provided by Hainan Provincial Government, Haikou Municipal Government and Sanya Municipal Government to airline companies for their business tax on international, Hong Kong, Macao and Taiwan flights to/from/via Hainan.

II. From January 1st, 2008 to December 31st, 2012, a full subsidy shall be provided by Hainan Provincial Government, Haikou Municipal Government and Sanya Municipal Government to Haikou Meilan International Airport and Sanya Phoenix International Airport for their business tax on international, Hong Kong, Macao and Taiwan flights.

III. From January 1st, 2008 to December 31st, 2012, a certain amount of financial subsidy shall be provided by Hainan Provincial Government for new international, Hong Kong, Macao and Taiwan passenger flights and cargo flights to/from/via in Hainan.

IV. From January 1st, 2008 to December 31st, 2012, a full subsidy shall be provided by Hainan Provincial Government, Haikou Municipal Government and Sanya Municipal Government to cargo air transport agents, warehousing and express mail service businesses for the land lease charge (the part retained by the local government) and construction fees paid for newly-built cargo stations and warehouses in service of international, Hong Kong, Macao and Taiwan flights.

V. From January 1st, 2008 to December 31st, 2012, a full subsidy shall be provided by Hainan Provincial Government, Haikou Municipal Government and Sanya Municipal Government to sales agents, warehousing and express mail service businesses for business tax paid on service of international, Hong Kong, Macao and Taiwan cargo flights in Hainan.
