Lingshui Li'an International Education Innovation Experimental Zone actively introduces global first-class educational resources, organizes high-level Chinese-foreign cooperation projects in running schools, and invites world-class engineering universities overseas to run schools independently.

To attract education organizations and talents, several policies have been issued in the zone. For instance, land for running schools will be provided at lower prices, equipment and instruments for teaching or research are entitled to enjoy zero tariffs, as well as foreign senior managers and foreigners working or investing in Hainan for a long period will receive further aid and support in their application for long-term visas and permanent residence permits.

It aims to cultivate influential education institutions and education service institutions to become a national-level demonstration zone for education innovation, as well as an important destination for students coming from countries along the Belt and Road who want to study abroad.
