Sanya Central Business District includes the four units of the East Coast, Yuechuan, Phoenix Coast, and Hailuo. 

The East Coast unit mainly attracts shopping malls and company headquarters in order to establish comprehensive zones for both consumption and business affairs.

The Yuechuan unit will be built as an integrated business district, which is constituted of international business streets for financial consumption, waterfront leisure business, and headquarters business.

The Phoenix Coast unit will be constructed under the platform of the cruise, yacht, and headquarters economy. Investment in these industries is especially welcomed.

The Hailuo unit aims to build an international talents community, striving to provide better supporting facilities and services for international talents, such as international hospitals, schools, and cultural communication zones.

This industrial park is designed to boost the Sanya headquarters economy, as well as promote and coordinate the construction and management of the Sanya Cruise Yacht Industrial Park. As a special economic function area, it is responsible for making Sanya more influential and competitive in international markets.
